Russian Government Approves Ambitious Aviation Industry Investment Project

The Russian government has approved a new investment project for the development of the aviation industry, which will be financed from the National Welfare Fund (NWF) in the amount of over 280 billion rubles.

The program includes expanding the production of aircraft, engines, instruments, and components, as well as the technical retooling of enterprises and an increase in factory capacities. The plan aims to produce more than 600 fully domestic aircraft by 2030. For funding the project from the NWF, up to 283.8 billion rubles have been allocated, some of which will be raised through the placement of 15-year bonds at 1.5% per annum.

Rostec’s business plan envisions the production of over 1800 aircraft by 2040, and the overall program of the state corporation is estimated at over 1 trillion rubles. In addition to the NWF, financing is also planned to be attracted from banks, the federal budget, and the funds of aviation industry enterprises. The volume of the “domestic and export markets” by 2040 is estimated at 1869 aircraft, and the capital investment for the investment project amounts to 1.003 trillion rubles.
