The Netherlands will introduce a nationwide ban on the sale, purchase, possession, and use of consumer fireworks from August 1, marking the end of a long-running tradition of private New Year’s Eve displays.
The measure follows years of campaigning by healthcare professionals, emergency services, and social organizations, which argued that annual fireworks celebrations resulted in hundreds of injuries, widespread property damage, and significant pressure on emergency responders.
Ban Applies to Individuals and Organizations
The Dutch government had already approved restrictions on consumer fireworks in early 2025, initially allowing limited exceptions for clubs and community organizations hosting public events.
Under the new rules, those exemptions have been removed, meaning the ban now applies to both private individuals and organizations.
The decision follows growing public support for stricter regulations after years of New Year’s celebrations that frequently led to violence, vandalism, and emergency incidents in cities across the country.
Public Support for the Measure
According to recent public opinion surveys, approximately three-quarters of Dutch residents support the nationwide fireworks ban.
The Netherlands also temporarily prohibited consumer fireworks during the COVID-19 pandemic to reduce pressure on hospitals and emergency services, demonstrating that large-scale restrictions were feasible during periods of heightened public health concerns.
Concerns for Animals and Wildlife
Animal welfare has been another major factor behind the new legislation.
Many pet owners report that dogs experience severe stress during fireworks displays due to their highly sensitive hearing. Loud explosions can trigger fear, anxiety, and panic, prompting some European airports—including facilities in Germany, as well as airports in Vienna, Zurich, Helsinki, Stockholm, Oslo, and Copenhagen—to provide quiet indoor spaces for dogs and their owners during New Year’s Eve celebrations.
Wildlife experts also point to the impact on birds. Research shows that fireworks frequently cause birds to abandon their overnight roosts, with many flying 15 to 20 kilometers away and, in some cases, traveling hundreds of kilometers without stopping.
Scientists say the disturbance reduces resting time and forces birds to spend additional days searching for food to replenish lost energy, potentially reducing survival rates during harsh winters.
Environmental Impact
Beyond safety concerns, fireworks contribute to air and environmental pollution.
Fireworks release fine particulate matter, perchlorates, and heavy metals into the atmosphere. These pollutants eventually settle into soil and waterways, where they can affect plants, aquatic ecosystems, and overall environmental quality.
The nationwide ban reflects the Dutch government’s broader efforts to improve public safety, reduce environmental impacts, and limit the disruption caused by consumer fireworks during annual celebrations.
