Belarus: Updated Entry Requirements

In accordance with the Resolution of the Council of Ministers of the Republic of Belarus No. 591 on October 22, 2020, 00:00 the following entry requirements and transit/ transfer in/ through the Republic of Belarus are applied.

Here are the changes related to passengers moving to the Republic of Belarus:

  • Citizens of the Republic of Belarus, foreign citizens, and persons without citizenship having a permanent residence permit in the Republic of Belarus, do not have to pass the PCR tests when arriving from “red zone” and “green zone” as well. However, each of these groups of passengers arriving from the “red zone” must observe 10-days self-isolation. To view the list of the countries of the “red zone” click the link. 
  • Foreign citizens and persons without citizenship having no permanent residence permit in the Republic of Belarus and arriving from the country of the “green zone” (i. e. from the states not included in the list), when crossing the border must have on hands the original of the medical test (in Russian, in Belarusian or in English), which verifies the negative result of the COVID-19 PCR test. The test must be made at least 72 hours prior to the date of the crossing of the border of the Republic of Belarus. The certificate must contain the name and surname of the passenger and the result of the coronavirus laboratory study. Note, that the antigen test (IgM and IgG) and the RNA test (swab) are not suitable for the crossing of the border. The certificate must have a note “polymerase chain reaction” (PCR).

Foreign citizens and persons without citizenship having no permanent residence permit in the Republic of Belarus and arrived from the countries of the “red zone” must observe 10-days self-isolation.

The changes related to transit passengers:

  • Passengers who transit through the territory of the Republic of Belarus from the countries of the “red zone” (i.e. states from the list), must provide the documents that verify the planned departure from Belarus during the next 24 hours and the PCR tests are not needed when crossing the border of the Republic of Belarus. In case when there are no verifying documents the citizens may pass through the territory of the Republic of Belarus within the next 24 hours. In this case, the Boarder Police will control the compliance of these requirements.
  • Passengers in transit across the territory of the Republic of Belarus from the countries of the “green zone” may cross the border without any medical certificate and any additional control.

We want to remind you that the state of the final destination may have its own requirements for the entry, among others giving the certificate of the negative PCR test result.

The mentioned norms of the Resolution do not cover up the following persons:

  • employees of diplomatic representations and consulates of the Republic of Belarus in the foreign states, documented by the diplomatic and the service passports, and members of their families;
  • heads and members of official delegations, including those who arrive by an invitation of the official delegations;
  • the cockpit crew of the aircraft;
  • people arriving from the countries, included in the list of the “red zone”, passing through the territory of the Republic of Belarus in transit (by above-ground transport) and having the documents verifying the departure from the country during the next 24 hours;
  • citizens of the Republic of Belarus, foreign citizens and persons without citizenship permanently residing in the Republic of Belarus and arrived in the country after the official business trip;
  • citizens of the Republic of Belarus, citizens permanently residing in the Republic of Belarus and persons without citizenship arriving from the countries that not included in the list of the “red zone”, if having on hands the documental prove verifying the staying in the country of the transit no longer than 24 hours.
