Russian Federation Restricts Entry of Foreign Citizens

In accordance with the Russian Government Order № 635-р dated as of March 16, 2020 «On temporary restrictions for entry of foreign citizens and persons without citizenship into the Russian Federation and temporary suspension of issue of visas and invitations», entry of foreign citizens and persons without citizenship, including persons arriving from the Republic of Belarus, into the Russian Federation is temporarily restricted, in exception of:

  • foreign citizens (of Great Britain, Tanzania, Turkey, Switzerland) arriving from the country of their citizenship and entering Russia through airport border posts; persons with resident card or any other document evidencing the right for permanent residence in a foreign state (Great Britain, Tanzania, Turkey, Switzerland) entering Russia through airport border posts;
  • citizens of the Republic of Abkhazia arriving Russia from the Republic of Abkhazia.
  • certified and designated employees of diplomatic missions and consular institutions of foreign countries in the Russian Federation, international organizations and representative offices thereof, other official representative offices of foreign countries situated within the territory of the Russian Federation; officials of the Permanent Committee of the Union State as well as family members of the above stated persons; employees of Intergovernmental courier communication and members of official delegations if such persons provide valid identity documents accepted as such by Russia as well as visas and, if visas are not required – as stipulated by the international treaties of the Russian Federation;
  • persons with diplomatic, business or ordinary visas issued due to the death of a close relative as well as ordinary visas issued under the decision of the Russian Ministry of External Affairs;
  • citizens of countries which have a valid international visa-free travel agreement* (1) if they enter the Russian Federation due to the death of a close relative (spouse, parent, child, adopter, adoptee, guardian and caregiver) and provided they have valid identity documents accepted as such by the Russian Federation, a copy of decease certificate or statement and of a document evidencing the degree of kindred; (2) if they enter the Russian Federation under valid diplomatic or official passports;

  • family members (spouse, parent, child, adopter, adoptee), guardians and caregivers of citizens of the Russian Federation, provided they have valid identity documents accepted as such by the Russian Federation as well as visas and, if visas are not required – as stipulated by the international treaties of the Russian Federation, and a copy of a document evidencing the degree of kindred;
  • persons who permanently reside within the Russian Federation (except for foreign citizens arriving to the Russian Federation for a single departure to the country of citizenship) and persons travelling as transit passengers through Russian airport border posts and staying within such posts;
  • participants of, and family members of participants of the State Programme to Assist Voluntary Resettlement of Compatriots Living Abroad to the Russian Federation as approved by Order â„– 637 of the President of the Russian Federation dated as of June 22, 2006, provided they have valid identity documents accepted as such by the Russian Federation and a certificate of a participant of the State Programme to Assist Voluntary Resettlement of Compatriots Living Abroad to the Russian Federation;
  • persons engaged into calibration and maintenance of foreign-manufactured equipment stated in a list sent to the Russian FSS and MIA by a federal executive body regulating the activity of the company ordering such foreign-manufactured equipment;
  • persons entering the Russian Federation on a one-off basis engaged into labour activity as a highly qualified personnel and stated in a list (stating the entry point and date) sent to the Russian FSS and MIA, provided they have valid identity documents accepted as such by the Russian Federation as well as visas and, if visas are not required – as stipulated by the international treaties of the Russian Federation, and a valid labour contract or civil contract for works (services) with an employer or ordering person;
  • citizens of the Republic of Belarus employed with Belarusian companies involved into continuous operation of Russian manufacturing facilities, if such persons are sent to such Russian manufacturing facilities for a rotation-based work and provided such persons are stated in a list sent to the Russian FSS and MIA and entering either through Russian- Belarusian border or Russian border posts;
  • persons permanently residing within the territory of the city of Baikonur, Kzyl-Ordinskiy region, of the Republic of Kazakhstan or sent on an official trip to the Republic of Kazakhstan and stated in a list sent to the Russian FSS, provided they have valid identity documents accepted as such by the Russian Federation as well as visas and, if visas are not required – as stipulated by the international treaties of the Russian Federation;
  • persons entering Russia to get medical treatment, provided they have valid identity documents accepted as such by the Russian Federation as well as visas and, if visas are not required – as stipulated by the international treaties of the Russian Federation and documents (or copies thereof) issued by a medical institution, evidencing an invitation for treatment and stating the treatment period and documents (or copies thereof) issued by the Russian Ministry of Health;
  • persons entering the Russian Federation to visit close relatives (spouse, parent, child, adopter, adoptee), guardians and caregivers with special care needs, provided they have valid identity documents accepted as such by Russia as well as visas and, if visas are not required – as stipulated by the international treaties of the Russian Federation and documents (or copies thereof) issued by a medical institution confirming their condition and a copy of a document evidencing the degree of kindred.

All foreign citizens arriving to Russia shall

upon boarding the aircraft flying to the RF have a medical document (in Russian or English) evidencing negative COVID-19 PCR test results taken not more than three calendar days prior to the arrival to the RF.

In order to ensure sanitary control at Russian border entry points, before arriving to the Russian Federation passengers must fill-in a form for passenger arriving to the RF.

If no medical document in Russian or English is available, it’s allowed to provide a document in an official language of the establishment country of the issuing medical organization accompanied by a Russian translation verified by a Russian consular official.
