European Commission Breaks Ground on First Net-Positive Emissions Building in Seville

This summer, the European Commission launches construction of its first-ever net-positive emissions building at the Joint Research Centre (JRC) in Seville, Spain. Designed to fully embody the New European Bauhaus principles, this landmark project aims not just for carbon neutrality, but to offset more COâ‚‚ than it emits, thanks to extensive solar energy generation.

Inspired by Seville’s traditional dome-shaped architecture, the building will feature a solar-panel-covered roof that provides natural shade for an open square and garden beneath. Using locally sourced materials like limestone, wood, and ceramics, the design ensures sustainability while preserving regional heritage. The flexible layout anticipates future needs, combining innovation with adaptability.

The groundbreaking ceremony on June 30, 2025, was attended by key European Commissioners and Spanish government officials, marking a significant step in the EU’s commitment to a sustainable, circular economy and climate-positive infrastructure.

Since 1994, the JRC in Seville has been a hub for over 400 international researchers supporting policies in innovation, AI, fiscal matters, and more. This new building sets a global example of how institutions can lead the way to a greener future — a true beacon of the New European Bauhaus vision.
