Russia Drops Mandatory RuID Registration and QR Codes for Entry

Travelers entering Russia no longer need to register in the RuID app or obtain QR codes for entry, as recent regulatory changes have removed these previously required steps. The updates were officially incorporated into Timatic, the global travel information system used by airlines, which means airline staff will no longer deny boarding to passengers lacking RuID registration or QR codes.

The Ministry of Digital Development, Communications, and Mass Media of the Russian Federation announced this change in a letter dated June 26, 2025, from Minister Maksut Shadaev to the Ministries of Transport and Economic Development. The letter clarifies that filling out the entry declaration via the RuID application is now voluntary and part of an experimental approach to streamline entry procedures for foreign nationals and stateless persons.

Previously, the RuID app was introduced as a mandatory tool to manage arrivals in Russia, requiring travelers to complete an entry form and present a QR code at border checkpoints. This system aimed to facilitate health and security checks, but it had caused delays and confusion for some travelers and airlines.

By making RuID registration optional, the Russian government seeks to simplify travel processes and reduce unnecessary administrative burdens. The move also aligns with international trends toward easing travel restrictions post-pandemic while maintaining safety protocols.

Timatic’s update ensures that airline employees across the globe are informed about these new rules, preventing denial of boarding based on missing RuID documentation. This development is expected to enhance traveler convenience and encourage smoother arrivals into Russia.
