The new guidance applies to airlines operating at Saudi airports and aligns with updated international standards issued by the International Civil Aviation Organization (ICAO).
Passengers Limited To Two Power Banks
Under the revised rules, passengers may carry a maximum of two power banks each during travel.
The devices must remain inside carry-on baggage within the aircraft cabin and cannot be placed in checked luggage.
Charging Power Banks During Flights Prohibited
GACA has also prohibited passengers from recharging power banks onboard aircraft.
In addition, the authority discouraged travelers from using power banks to charge personal electronic devices during flights.
The measures are intended to reduce risks linked to lithium battery overheating and potential fire hazards inside aircraft cabins.
Saudi Arabia Aligns With International Aviation Safety Standards
The updated restrictions were introduced following amendments to ICAO’s Technical Instructions for the Safe Transport of Dangerous Goods by Air.
Authorities said the changes form part of Saudi Arabia’s wider efforts to strengthen regulatory oversight and improve aviation safety standards across the country’s rapidly growing air transport sector.
Hundreds Of Aviation Violations Reported
GACA also revealed that enforcement activity across the aviation industry has intensified significantly in 2025.
According to official figures, the authority recorded 609 violations this year, resulting in financial penalties exceeding SR13.8 million (approximately US$3.6 million).
Among the reported violations were 404 cases involving airlines failing to comply with GACA regulations, generating fines of more than SR6.7 million.
Another 136 violations related to breaches of passenger rights protection rules, with penalties exceeding SR5 million.
Drone Operators And Passengers Also Penalized
The authority additionally cited violations involving licensed aviation companies, drone operators and airline passengers accused of misconduct onboard aircraft.
Penalties were also issued for breaches of aviation safety procedures and providing inaccurate information during licensing processes.
Saudi Aviation Sector Continues Expanding
The stricter safety measures come as Saudi Arabia continues rapidly expanding its aviation and tourism sectors under Vision 2030.
The Kingdom has been investing heavily in airport development, airline growth and tourism infrastructure while simultaneously increasing regulatory oversight across the aviation industry.
