Following the Eastern Economic Forum (EEF 2025), Cosmos Hotel Group announced a series of agreements with developers and investors to expand its presence in the Far Eastern Federal District. Over the next three to five years, the federal operator will launch 10 new hotels and apart-hotels across Primorsky and Khabarovsk territories, the Magadan region, Kamchatka, and Yakutia.
Lazurnaya Bay Flagship Project
The highlight of the announcements is a multifunctional resort complex in Lazurnaya Bay (Shamora), near Vladivostok, developed in partnership with Yug and MADO. The project will deliver 995 rooms across two properties: an 831-key apart-hotel under the Cosmos Stay brand and a 164-key hotel under the Cosmos Smart brand.
The investment totals 4.5 billion rubles, with the first phase (564 keys) expected by late 2027–early 2028, and the remainder by 2030. Cosmos Hotel Group will oversee management, staffing, training, marketing, and integration into its central booking systems.
The seaside location, just 200 meters from a sandy beach on Ussuri Bay, will feature extensive infrastructure: restaurants, pools, a spa and fitness center, tennis courts, and a 290-space parking facility. The project aims to establish Lazurnaya Bay as a year-round tourism destination.

Wider Expansion Across the Far East
Beyond Vladivostok, Cosmos Hotel Group signed additional franchise agreements, including:
A 103-key three-star hotel in central Vladivostok.
A 70-key apart-hotel in Nakhodka.
A 150-key hotel near Khabarovsk International Airport.
A 144-key five-star complex, Cosmos Selection Vladivostok Golden Horn, with Alfagroup and the Corporation for the Development of the Far East and the Arctic.
Projects in Magadan (121 keys) and Yakutia (148 keys) in partnership with Tourism.rf.
A 231-key Cosmos Collection resort in Kamchatka, developed with Sistema Sibir, a subsidiary of AFK Sistema.
