Saudi Arabia Faces $16 Billion Bill to Cancel NEOM Contracts as Project Scales Back

Saudi Arabia is expected to spend around 60 billion riyals ($16 billion) cancelling contracts linked to the NEOM megaproject between 2026 and 2030.

The figure highlights the growing financial consequences of scaling back one of the world’s most ambitious development projects, with cancellation costs now expected to exceed planned construction spending in some areas.

The payments are largely tied to contractual penalty clauses triggered as projects are delayed, restructured or abandoned entirely.

NEOM Faces Growing Financial Pressure

Originally envisioned as a futuristic development costing more than $1 trillion, NEOM was designed to transform northwestern Saudi Arabia into a collection of high-tech cities, industrial zones and tourism projects.

However, years of budget deficits, lower-than-expected foreign investment and changing government priorities have forced Riyadh to reassess parts of the project.

The projected 60 billion riyal cancellation bill alone equals more than one-third of Saudi Arabia’s expected budget deficit for 2026.

Government Shifts Spending Priorities

As pressure on public finances increases, Saudi authorities have redirected spending toward other strategic priorities.

These include expanding defense capabilities, accelerating artificial intelligence investments and financing major international events including Expo 2030 and the 2034 FIFA World Cup.

These competing priorities have created increasing pressure to slow or restructure large-scale projects that require enormous capital commitments.

NEOM Leadership Begins Strategic Review

NEOM Chief Executive Aiman Al-Mudaifer has launched a broad strategic review aimed at reassessing development plans and controlling costs.

The review has already resulted in layoffs, restructuring initiatives and reevaluation of various projects within the development.

While Saudi authorities continue publicly supporting NEOM as a cornerstone of Vision 2030, the scale and pace of delivery appear increasingly different from original projections.

Questions Grow Around Mega Project Economics

The growing cancellation costs illustrate the challenges facing mega developments built around long-term economic transformation goals.

For Saudi Arabia, the issue is no longer simply how much NEOM costs to build – but increasingly how much it costs to slow down.

With billions already committed and major components still moving forward, NEOM remains one of the world’s largest active development projects, even as its scope evolves.
