Massive Thermal Resort Development Planned In Tyumen, Siberia With Hotels, Spas And VR Attractions

Construction has officially begun on one of Russia’s most ambitious tourism developments, with authorities in the Tyumen region launching the Pearl of Siberia wellness resort project. The large-scale development is expected to transform the region’s tourism sector and establish a major year-round destination centered on wellness, recreation and family entertainment.

The project carries an estimated investment value of 89.2 billion rubles and has been included in Russia’s list of federally significant tourism investment projects. Once completed, the resort is expected to attract more than one million visitors annually and create approximately 5,000 jobs.

The development forms part of a broader strategy to strengthen domestic tourism and expand Russia’s network of all-season resort destinations.

Thermal Complex To Become Key Attraction

A centerpiece of the project will be the “Ancient Sea” thermal entertainment complex, designed to accommodate up to 2,500 guests at the same time. The facility will feature both indoor and outdoor pools supplied with mineral-rich thermal water as well as conventional swimming pools.

The thermal center is expected to become one of the largest attractions of its kind in the region, building on the growing popularity of wellness and spa tourism across Russia.

Developers believe the combination of thermal experiences, leisure facilities and year-round operation will help attract visitors throughout all seasons.

Immersive Theme Park And Entertainment Zone Planned

Beyond wellness facilities, the resort will feature a large thematic park centered on prehistoric marine life. The attraction will combine immersive aquarium experiences with advanced 3D and virtual reality technology, allowing visitors to explore recreations of ancient underwater ecosystems.

The entertainment offering will also include a retail and dining district with shops, restaurants and cafés, creating a comprehensive leisure destination for both tourists and local residents.

Sports facilities and recreational infrastructure are also planned as part of the wider development.

Thousands Of Hotel Rooms To Address Accommodation Shortage

The resort masterplan includes several hotels and health resorts with a combined capacity of approximately 3,000 rooms.

According to project officials, the first phase of development will prioritize the construction of four-star and five-star hotels due to a shortage of high-quality accommodation in the region. Additional sanatoriums and apartment-style hotels will follow in later stages.

All major buildings across the resort complex will be connected by covered walkways, allowing guests to move comfortably between facilities throughout the year, including during Siberia’s harsh winter months.

Part Of Russia’s National Tourism Strategy

The Pearl of Siberia project has been included in the federal program for year-round tourism resorts, highlighting its strategic importance within Russia’s long-term tourism development plans.

The investment is intended to strengthen Tyumen’s position as one of the country’s leading wellness tourism destinations, leveraging the region’s natural thermal resources and growing visitor numbers.

Officials expect the project to generate significant economic benefits through tourism spending, job creation and increased investment in supporting infrastructure.

Tourism Growth Continues In Tyumen Region

The launch of the new resort comes as tourism in the Tyumen region continues to expand. The region welcomed 4.1 million visitors in 2025, an increase of 100,000 compared with the previous year.

With construction expected to continue over the coming years, the Pearl of Siberia development is positioned to become one of the largest wellness and leisure destinations in Russia, combining thermal tourism, hospitality, entertainment and health-focused experiences within a single integrated resort complex.
