New Black Sea Mega Resort Planned As $28 Billion Investment Targets Russian Tourism Growth

A major new resort development on Russia’s Black Sea coast has secured financing agreements that could create one of the country’s largest hospitality projects as investors continue expanding domestic tourism infrastructure.

The planned five-star resort complex will be built in Agoy within the Krasnodar region and is expected to become one of the largest hotel developments currently planned along the Black Sea coastline.

Developers say the project reflects growing investment into domestic tourism as demand for high-quality resort infrastructure continues increasing.

Large-Scale Resort Planned For Black Sea Coast

The new resort complex will occupy a beachfront location in Agoy and is being designed as a premium hospitality destination focused on year-round tourism.

Plans call for construction of more than 1,500 guestrooms, making the development one of the region’s largest accommodation projects.

The project is expected to be completed by 2030 following several years of phased construction and development.

Developers say the scale of the resort reflects confidence in long-term demand for domestic leisure travel.

Project Expected To Increase Regional Tourism Capacity

According to project estimates, the completed resort could accommodate more than 600,000 guests annually once fully operational.

Supporters believe the project will significantly strengthen tourism infrastructure across the wider Krasnodar region.

The resort is being positioned around year-round operations rather than purely seasonal summer tourism.

Industry observers increasingly view large integrated resorts as central to expanding domestic tourism capacity.

Financing Agreement Supports Long-Term Expansion Strategy

The project financing agreement was signed during the St Petersburg International Economic Forum between the developer and banking partners supporting the investment.

Management of the completed property is expected to be handled by a domestic hotel operator specializing in resort operations.

The development continues broader investment trends across Russia’s tourism sector where operators increasingly focus on expanding premium accommodation offerings.

With billions committed to the project, developers say the resort aims to establish a new benchmark for large-scale hospitality projects along the Black Sea coast.
