The Virgin Islands Launches Digital Embarkation/Disembarkation (ED) Card System

The Government of the Virgin Islands has officially introduced a digital Embarkation/Disembarkation (ED) Card system, effective January 1, 2025. This cutting-edge initiative aims to simplify travel processes at entry points throughout the territory, marking a significant step forward in modernizing its border control and visitor management systems.

The new system allows travelers to complete required forms online prior to their arrival, replacing the traditional paper-based approach. Authorities highlight that this shift is designed to enhance operational efficiency and provide a more seamless experience for visitors. While specific data on time savings compared to paper forms has yet to be released, the government expects the digital process to reduce processing times at entry points substantially.

Pilot Phase Success and Mandatory Transition

The digital ED Card system was initially introduced in a pilot phase on October 1, 2024. During this phase, travelers were encouraged to submit forms online voluntarily. Following its successful trial period, the government has now made the online platform mandatory for all passengers entering or departing the Virgin Islands as of January 1, 2025.

Benefits of the Digital System

The updated system not only streamlines the travel process but also enhances data collection capabilities. These improvements are expected to bolster border security and provide valuable insights for tourism planning strategies.

Travelers can access the Online ED Card by visiting bviedcard.gov.vg. The form includes sections for arrival details, personal information, travel itinerary, family details (if applicable), and required declarations. Once the form is submitted, travelers receive a confirmation email containing an entry and goods declaration barcode. This barcode must be presented to Immigration and Customs officials upon arrival.

Key Features and Guidelines

  • Completion Timeline: The ED Card can be completed up to 72 hours before travel or upon arrival in the Virgin Islands, provided the traveler has internet access. However, it must be submitted before meeting with an Immigration Officer.
  • On-Site Internet Access: While wi-fi may be available in the arrivals area of Terrance B. Lettsome International Airport, travelers are strongly encouraged to complete the form before landing to ensure a smoother entry process.

Future Expansion

The Department of Immigration is already planning to extend the use of the digital ED Card system to private aircraft and charter vessels. This expansion aims to streamline clearance procedures and minimize waiting times for passengers in the immigration hall, further enhancing the overall travel experience.

With this new system, the Virgin Islands demonstrates its commitment to embracing digital innovation, improving efficiency, and creating a more visitor-friendly environment.
